
Hamilton Engineering & Surveying, Inc. is a civil engineering and surveying firm with deep roots in
Florida and the Tampa Bay area. For more than 18 years, Hamilton has provided our clients with state-of-the-art site development design and
permitting services. Hamilton maintains strong and productive relationships with clients in every sector of the property development industry.

We are located near the heart of downtown Tampa. While our primary goal is to provide quality work in all aspects of our services,
we also work just as hard to deliver that work with a sense of urgency tuned to our clients needs.
Hamilton is frequently involved in acquiring permits from municipalities, the Southwest Florida Water Management District,
the Environmental Protection Commission, Florida Department of Transportation, Department of Environmental Protection and
other regulatory agencies.

Mr. Jack S. Hamilton, Jr., P.E. graduated from Louisiana State University in 1978 with a Bachelor of Science in civil engineering.
Mr. Hamilton is a registered Professional Engineer in the state of Florida. He has been engaged in civil engineering |
| in the Tampa Bay area since 1984. Preparing site development plans, calculations and
specifications is his major area of expertise. He has served as Project Manager, Designer, and Principal-in-Charge
for many public and private projects. Mr. Hamilton has been responsible for engineering design and permitting for
a variety of residential and commercial/industrial land development projects in Hernando, Pasco, Pinellas, Hillsborough, Citrus,
Highlands, Lee, and Lake counties and their associated municipalities. He has provided all components of the design
and permitting process, including feasibility studies, rezoning, soil testing, storm water management facilities,
water and sanitary sewer systems, pavement structure, site geometry, and the preparation of bid documents and
contract administration. He has acquired any and all necessary permits from SWFWMD, DEP, FDOT, EPC, and
other regulatory agencies across the state. |

Mr. Lucas Carlo graduated from the University of Central Florida, Orlando, with a Masters Degree
in civil engineering in 1998. Lucas Carlo has 12 years experience in civil and geotechnical engineering, and

facilities involving commercial office buildings, subdivisions and more. Project responsibilities have included

is a graduate of the University of South Florida and is a Registered Civil Engineer. She has over 15 years of civil engineering experience related to land development and roadway projects. She is involved in all aspects of the engineering design process from design and permitting through construction. Her vast array of project experience includes hydrologic and hydraulic analysis, stormwater management system design and permitting and drainage, paving and grading design for large-scale residential, commercial and industrial projects. She has successfully led project teams in Pasco, Hillsborough and Polk Counties. |

| profession, including 23 years as the owner of his own firm. Rick has worked as a Project Manager on numerous projects in both the public and private sector. His experience includes all types of municipal, commercial, industrial and residential surveys with emphasis on subdivision platting. Rick Hinson joined the Hamilton team in 2006. |

| Carol Scheafnocker, CPSM, FSMPS |

Mrs. Scheafnocker has 28 years of marketing and business development experience in the engineering and architectural field.
She is a Fellow in the Society of Marketing Professional Services and a founding member |
| of the local chapter. She is on the board of the Hillsborough Community College Foundation, former
treasurer of the Tampa Bay chapter of NAIOP, and currently serves on the government affairs committee of the Greater Brandon
Chamber of Commerce. Carol's experience includes marketing of various engineering disciplines as well as environmental services, surveying
and architecture. She has also been a private consultant specializing in marketing and public relations, permit expediting and community involvement. Carol
joined Hamilton in 2007. |
